The handbook is a useful summary from the Spanish written book Legislación Ambiental Mexicana para la Industria (Mexico´s Environmental Legislation applicable to the Industry) from which Adrian Gómez Balboa is also author.
The objective of the handbook is to provide, in English language, an understanding from Mexico´s environmental regulatory framework applicable to manufacturing operations. The handbook has been prepared having in mind the corporate environmental directors which responsibility include a manufacturing facility in Mexico and investors that need to understand Mexico´s environmental regulations.
The handbook is divided into 12 chapters. The first chapter of the is a brief introduction to Mexico´s main environmental laws, bylaws and standards applicable to the general industry and the relevant environmental authorities. The following ten chapters describe the main environmental topics regulated in Mexico, such as environmental impact assessment, air emissions, wastewater discharges, hazardous waste, etc. The last chapter identifies the main international industrial-environmental treaties from which Mexico is signatory.
Every chapter dedicated to an environmental topic, is divided in 3 main sections:
1)Legal definitions. Basic regulatory definitions required to understand the topic.
2)Applicable jurisdiction. Mechanisms to identify which jurisdiction the facility operations falls in.
3)Main regulatory requirements. Identification of the main regulatory requirements in the federal and state level. For the state jurisdiction, the most stringent laws and bylaws have been selected to provide a conservative scenario.
The handbook provides specific references for all requirements such as law, article and section (i.e. RLGPGIR article 23 section 3). In several sections the handbook compares the Mexican regulations with USA or EU regulations for reference.
About the author
Adrian is an environmental, health and safety and sustainability professional with ten years’ consulting experience. He is the author of Legislación Ambiental Mexicana para la Industria, a book on environmental legislation used as both a text book for engineers, and as an environmental engineering manual at manufacturing facilities in Mexico which has been updated three times. Adrian has completed projects in 19 countries and his areas of expertise include Environmental Due Diligence, EHS auditing, International Finance auditing and environmental coaching. Adrian has participated in the oil and gas, chemical, power generation, pharmaceutical, mining, automotive, consumer and industrial goods, food, financial and legal services, and insurance industries.
